Maybe your google account is not valid for ads, or your country, I don’t know.
In my case, after doing all the admob steps, I waited 3 weeks to work.
It just appeared on the screen …
Tip: Maybe disable ads with LOCAL SETTINGS help (Ad site / location data for ads in app settings)

Keep Test Mode OFF, and try using one of the following app ids for testing…

If this works, then your AdMod account hasn’t started serving ads. Once it does you will be able to use you actual Ad Unit.
Also, make sure you have used your ADMOB APP ID and not ADMOB UNIT ID in Project Manager>Game Settings>Properties>AdMob id
Also remember the ad doesn’t show in the preview on the computer. I guess you have to export it and install the APK on your phone for it to show.
