Just curious if you could sample pre-existing music for a game OST. Don’t really plan to do that, just want to know.

This is the quickest way to receive a legal cease and desist notice.
However, this will depend solely on whether you have the necessary legal rights to do so. If the license for the original work allows you to make copies and/or modifications with the intention of creating something new, then yes. Otherwise, no.
If there is no obvious public license, ask the author. If there is no public author, then I would avoid unnecessary risks and seek a partnership with a creator.
