This is related to the AWS/general cloud issues ongoing.
Just for clarification purposes for folks; the external build service is just that, external to the engine. While you’re absolutely welcome to report issues here (and should!), keep in mind that it isn’t part of the engine itself and could change in functionality/usage/existence at any point, like what happened today with AWS.
