In this action shouldn’t the word “Windows” be singular?

Which “Windows”? The “Windows” in the bottoms notes (which is plural because that’s the name of the brand of a computer), or the “windows” in the top statement (which is plural because, well, there’s multiple windows).
Maybe they are talking about the action name “Make the windows always on top”.
Because generally there is only one game window unless the game is multiplayer
