Surprisingly, this is not a feature:
Lets say we want to drag all of this below the “player is not moving” event:
What anyone would try:
First, select everything.
Then, hold the top-most event and drag it.
What actually happens when you release the click:
What in common sense should happen:
This feature would be useful 
I can’t express how many times this feature would save tons of wasted time
And i am talking only about moments when i wanted to shove bunch of events under for each event and then move them out from it
And this feature request would solve that issue
And that is only one case where it would help
Imagine all other possible applications
Agree, this would be a great QoL
