I don’t get the meaning of your question, but yes of course GD is able to make video games, it was created for this goal.

GD is able to create 2D games only.

@victor: Diablo is 2D, though it uses isometric graphics. Also GD is capable to make (simple) 3D games too - check out 3DEngineAndPhysics.gdg example (it’s simple, wolf3d-like engine)
