Pick between actions with biases

OK. this is going to be a nightmare to explain.
So in my game, characters have 5 possible moves that can make on their turn. and depending on what their skill is they will have a have a chance of making one move while having a lower chance of making another. and depending on other factors the cance of making a certain move would be 0.

Systems like these are going to make up a majority of the game’s battle system.
like the charateres decide wicth enemy to target.

think of it like those spinny wheels that come with board games but there is no actual spinny wheel visible.
