[SOLVED] Can't figure out how to make a Scrollable Text

I’m trying to page an information popup which tells you the aim of the game with instructions etc.

There is a scroller on the right and when you pull downwards, the text moves upwards so you can read more of the text from the bottom. the upper and lower borders of the text are limited so that when the upper border of the text reaches a certain y point, you can’t see it anymore.
What do i do?

Make different layers, do drag for camera on that layer.
For Example to scroll base layer with enforce boundaries so it wont go out of the frame you assign,
