Where it adds displaced image in red and blue color (or more like displaced shapes that are on the image)
I am not sure if Fringe effect is different from anaglyph but for me they look the same
BTW looking how outline effect works in gdevelop which just copy original image and spam its duplicates behind it
Same logic could be used for creating this effect more or less

no, fringe is like seperating each rgb layer like in chromatic abberation, but instead of offsetting the channels by a few pixels, you pinch/bulge them, giving this effect that there is almost no effect in the middle but alot in the corners and sides, you can use Photo Editor Pixlr Free Photoshop online Image Editing Tool to see what im talking about

It does do something else than from what i describe
